This is another panel sent to us by Mattias from a Swedish-language reprint of The Phantom in comic-book form. We do not recognize the scene, which appears to take place in a restaurant with the Phantom of course in disguise. Mattias described the spankee as a "rich brat". It's taken from Fantomen #17 (1975).
